Is it possible to use a webcam from one computer on another?

I have two laptops, one with a built in webcam, and one without.
The one with the webcam, I can't get onto the internet, but I can with the other.
Is it possible to get the webcam on the computer without it?
If not, how can I get on the internet on the webcam laptop?

My father is moving since he seperated from my mother and he'll be in a different state. I wont be able to see him as much. I know he has a webcam on his laptop and I want to buy a laptop with a built in web cam and microphone so I can speak to him and see him. Something cheap too. My goal is to find a great gaming PC Desktop or Laptop which will last some years and play upcoming/current games nicely within my budget of $1,200.
